[nptl] Advance on bug with SCHED_RR thread

Hello,

As I told to Sebastien already, I have reported to Red-Hat the issue 
we're faced to when creating SCHED_RR threads on IA32 multi-processors 
system. The bug has been registered in Bugzilla with the ID 136010.

Seconds, I asked on c.o.l.d.a. and c.p.t. for help regarding the issue.
Hope that some regular readers will be interested to give us an helping
